Minimum Qualifications (Screen Out Element):
Ability to do the work of an Electrical Electronic Craftsworker (TC-J) (Direct Hire Authority) without more than normal supervision. Must have the ability to perform common journey level tasks associated with the repair and maintenance of electronic equipment. Must be able to use testing equipment used in electrical trade such as digital multi-meters, relay test sets, and optical time-domain reflectometers (OTDR). Works under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort:
Required to stand for long periods on hard surfaces, climb stairs and ladders, work in awkward positions requiring bending, stooping, kneeling, pushing, pulling and twisting. Requires a high degree of concentrated mental and visual attention, and ability to coordinate a high degree of manual dexterity with close visual attention for sustained periods. Must be able to distinguish colors. Required to lift parts and equipment weighing frequently up to, and occasionally over, 45 pounds. Working Conditions:
Required to work inside and outside and is subject to bad weather (heat, cold, rain, snow). Work is often unpleasant due to noise, weather, dirt, grease, dust, etc. Subject to severe injury from working around and in close proximity to energized equipment, and around moving machinery. Subject to cuts, bruises, burns and electrical shock. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
